It's called the illusory truth effect — a documented finding in cognitive psychology since 1977. Repetition raises perceived accuracy even when the claim is false, and even when you already know better. It's the entire engine of propaganda and ad repetition: say it enough, it feels true.

In 1910, a handful of the country's most powerful bankers — and a sitting U.S. senator — met in secret on Jekyll Island and drafted the plan that became the Federal Reserve in 1913. They traveled under first-names-only to hide who was in the room. The thing that runs the money supply was designed by the people it would serve — in private.

What's the most effective way to get a population to accept a policy they'd normally reject?
A, C, and D feel right because they sound democratic — that's the cover. The documented pattern is B: incremental change, introduced under crisis, when fear makes people trade liberty for safety. It recurs across history because it works — and you rarely notice the line move until you're already on the other side of it.
